Turkish President Recep Tayyip Erdogan and Ukrainian President Volodymyr Zelenskyy discussed Black Sea security and efforts to advance peace during an October 31 meeting in Istanbul, according to official accounts from both governments.
Türkiye’s Directorate of Communications said the leaders met at the Dolmabahce Presidential Office. At their joint press conference, Erdogan said his government remained prepared to support diplomacy and pointed to negotiations Türkiye had hosted between Ukraine and Russia.
Ukraine describes preparations for further talks
The Ukrainian presidency said the leaders discussed preparations for a three-party meeting involving Ukraine, the United States and Russia in the first half of November. That account describes diplomatic preparations; it does not establish that a meeting has taken place.
Erdogan’s published remarks emphasized a readiness to help peace efforts. His government’s account did not set out a completed agreement ending the war.
Shipping and energy on the agenda
Zelenskyy said the two countries agreed to work on a Black Sea grain corridor, according to the Ukrainian presidency. The statement also described discussions on safe shipping and food security.
On energy, Zelenskyy said he expected increased deliveries of generators and other equipment in the week following the meeting, after contacts with Turkish energy companies. The account presented that as an expectation, rather than a confirmed delivery total.
What remains unconfirmed
The distinction between an announced intention and an implemented agreement matters for this round of diplomacy. The official statements reviewed for this report do not establish an operational new grain corridor, completed energy deliveries or a concluded three-party peace meeting.
Those developments require separate confirmation. The two governments’ accounts document their stated priorities and discussions, rather than independently verified outcomes from future negotiations.
